Job Description:

The HR Associate will provide administrative support to the Talent Acquisition and HR Partner teams. With direction, he/she will follow standard protocols to support the Talent Acquisition team in the full recruitment cycle, offering administrative, compliance, and logistical support for recruitment. She/he will help coordinate the new hire and termination processes from onboarding and orientation to managing exit interviews under the direction of the HR Partners team. Additionally, she/he will be responsible for a full range of duties including, but not limited to: providing logistical support for allowances-related matters, processing employment letters and terms of assignments, organizing and maintaining employee files and HRIS records, and acting as a contact for answering internal and external HR inquiries.

Specific Responsibilities

Provide support to TA function from recruitment start-up to new hire phase (20%)

  • Assist with posting MSH jobs internally and externally with absolute accuracy as needed. Post on additional external websites as requested. Assist with offers and compensation analyses as needed.

  • Assist Talent Acquisition staff by gathering, processing, and maintaining new hire paperwork files to ensure compliance with state, federal, and MSH policies.

  • Draft offer letters and LTTA agreements as needed.

  • Work closely with recruiters on each hire to maintain candidate files and be the point of contact to finalize all necessary paperwork in the new hire files. Ensure compliance with MSH standards and legal requirements.

  • Coordinate the administrative close out of the candidate process in the ATS.

  • Manage the Intern Recruitment.

Provide support to HR Partners throughout employment life cycle (50%)

  • Prepare and lead the onboarding of new employees and interns, including collection of all information needed for the employment documentation and entering new hire information into HR systems.

  • Coordinate new hire orientation with supervisor/or point person as well as other MSH team members. Act as contact point for HR Partners, supervisors, and new employees.

  • Conduct New Employee orientation and I-9 employment eligibility process via E-Verify.

  • Provide logistics and necessary information/documents to new hire prior to their arrival.

  • Serve as a resource for new hires to ensure a positive onboarding experience.

  • Collect new hire/ payroll paperwork for filing and processing.

  • Execute all employment changes (supervisory changes, LOE updates, promotions, transfers, payroll changes) as directed by HR Partners in the HRIS.

  • Track and update end date data to ensure employment data is current.

  • Prepare separation paperwork and applicable follow-up HR actions. Schedule Exit Interviews and enter data into HRIS.

Allowances Administration (20%)

  • Administer and coordinate full Expatriate/TCN life cycle allowances (onboarding to end of assignment).

  • Manage and triage allowances@msh.org.

  • Create draft allowance packages for all MSH Expats/TCNs upon hire. Maintain all expat/TCN allowance records and modifications in a central system.

  • Under guidance of TA and HR Partner teams, coordinate onboarding activities, determine allowance eligibility, and coordinate employee relocation with Travel and Procurement teams.

  • Ensure expatriates have a smooth relocation; coordinate with travel and shipping vendors, as well as the procurement department to mobilize and demobilize the employee, their dependents, as well as their household goods at the start and end of the project.

  • Ensure accurate and timely administration of processing allowance payments and updates to Payroll in adherence to the Department of State Regulations.

  • Escalate issues related to allowances to appropriate HR Partner/Director.

General Administration (10%)

  • Conduct written and verbal employment verification and provide employment letters upon request.

  • Maintain personnel files in compliance with applicable legal and donor requirements.

  • Stay abreast of labor law updates across all US offices.

  • Assist HR Operations team with special projects and backstopping as assigned.

  • Monitor HR email inboxes.

Education

  • Required: Bachelor's degree or equivalent

  • Preferred: Bachelor's degree with focus in Human Resources

Experience

  • Required: 1 year of related experience

  • Preferred: 1-3 years of experience working within HR and/or within an international organization or an organization with multiple offices

Knowledge and Skills

  • Ability to perform administrative work of a complex nature with direction

  • Strong organizational skills

  • Excellent interpersonal skills and proven ability to communicate effectively regarding sensitive and confidential matters.

  • Proficiency with MS Office Suite, Human Resources Information Systems, Applicant Tracking Systems, Google Drive

  • Excellent English communication skills required in both verbal and written.

Preferred/Plus:

  • Additional language skills in French or Spanish advantageous

  • Experience in a global organization highly preferred

  • Excel skills and prior responsibility for report generation a plus

  • Demonstration of ability and motivation to support a diverse team a plus

  • Organized and excellent attention to detail

  • Sense of urgency to ensure able to meet varying deadlines

  • Ability to reprioritize, with input from manager, as deadlines in supporting a number of staff can change frequently

  • Discretion and confidentiality a must

Physical Demands

  • Keyboard use, pulling drawers, lifting papers <10 lbs.
