Reporting to the CTR Manager in the Financial Intelligence Unit
(FIU). Responsible for the review of currency transactions for the
purpose of Currency Transaction Report (CTR) filing, to ensure
compliance with Bank Secrecy Act laws and regulations. Also
responsible for identifying and escalating red flags and weaknesses
within transactions and bank procedures that may circumvent BSA/AML
controls. This position includes an understanding of FIU
Operations, to be able to serve as a liaison to business lines
within and outside the FIU. The position is expected to assist in
working on concurrent assignments and assist in other areas of the
FIU. And support the bank's BSA/AML goals.
Major Responsibilities:
Review Cash Reports and file CTRs
Review cash reports generated by the Large Currency Reporting
System (LCRS) and other bank systems to determine if a CTR is
required. Must be able to prioritize multiple tasks to meet strict
regulatory deadlines. Cash reports include but not limited to the
following: cash transactions reports, foreign currency reports,
cash vault adjustment reports, Cash and Save branch reports. Must
have the ability to understand bank transactions and independently
decide if a cash transaction requires a CTR. Must be
detailed-oriented and summarize transactions clear and concisely.
Amend and back file CTRs as needed.
Complete CTR Exemption Reviews
Complete due diligence on cash intensive businesses for
consideration for exemption from CTR filing. Follow a template
narrative and checklist to ensure client meets the exemption
criteria.
Subject Matter Expertise
Provide assistance to branch, cash vault, FIU, and other CTR
specialists with any questions regarding cash and CTRs. Coordinate
with the IT group the transmission of the CTR submission tape to
the IRS within the required timeframe. Respond to any exceptions
from the submission tape. In conjunction with IT, perform and
document any system testing required for upgrades to the Teller or
LCR systems. Provide the CTR Manager with any research related to
CTRs. Ensure alert and case determinations are appropriate, fully
supported and documented. Detect and escalate to management any
unusual transactions that may violate BSA/AML policies. Assist in
the researching and evaluation of escalated issues, researching and
writing of case investigations, conducting quality assurance
activities and/or conducting ongoing monitoring of the Bank
clients. Third party, UB automated and manual systems are utilized
for these tasks to ensure any possible suspicious activity is
identified and the necessary actions are taken to ensure the Bank
performs it duties related to the Bank Secrecy Act (BSA). Liason to
other areas of FIU and the bank to explain currency transaction
activities. Additionally may assist with completing quality
assurance tasks related to filing of Suspicious Activity Reports
(SAR) and other relevant documentation related to non-filing
decisions. Assist in conducting AML investigations to determine
whether to file a suspicious activity report (SAR) within
reasonable timeframes and in accordance with FIU policy and
procedures, under direct supervisory review. In drafting
investigative reports, all data elements and narratives are
complete, accurate, and comply with interagency guidance and
internal standards.
Assist other areas of the FIU when needed.
Provide support to Surveillance Unit, Investigation Unit, Global
Sanctions Unit, or Special Risk Client Unit with basic duties
including alert assignment, alert review, and staff training.
Ability to become proficient with various third party data
providers, internet resources, bank applications and automated
systems used to monitor transaction activity, such as deposits,
wires, cash, and monetary instrument sales, and Know Your Client
(KYC) profiles, to conduct and complete their research and analysis
of the alerted activity. Additionally, capable of gaining a general
understanding of UB products and services and how they may be
exploited for suspicious activities. Strong communication skills,
both written and oral, advanced analytical and organizational
abilities, have proficiency in the use of personal computer
applications, including but not limited to the use of the internet
resources, commonly utilized business software in a Windows
Operating System (OS) environment and ability to understand BSA/AML
laws and regulations relative to various white-collar crime,
general fraud, money laundering and terrorist financing
typologies.
